This paper is to analyze the members’ cognitive differences on effectiveness of management evaluation by three local public corporations(LPCs) types - local government corporation, local public authorities and local public enterprises - and then to suggest some recommendations. The quality and utilization of evaluation results is the essential factors in management evaluation and performance improvement of LPCs. In this respect, we construct the paths through which the management evaluation affects the performance of LPCs, and discover some variables to analyze the differences. The results show that the local public authorities are highest in every aspects including validity of evaluation system, propriety of evaluation, fairness and utilization of evaluation results, etc., and then local public enterprises are higher than the local government corporations. The root cause why the local government corporations are low in every aspect is that it have the least of management autonomy among the three corporation forms. The difference between the local public authorities and the local public enterprise was originated from the degree of government-dependence or market-exposure. The local public authorities are more heavily dependent on government and hard to prove its organizational performance except management evaluation, so they respond to the evaluation more sensitively than local public enterprises. This results suggest that the closer to the government the management types is the more the management evaluation system needs. In this respect, management evaluation system of LPCs can be regarded as ‘managed market’ or ‘quasi-competition mechanism’ as it is known.

This study explores the desirable National Assembly Election system and various implementing strategies for the first successful National Assembly Election upon two Korea unification. To do so, it first proposes the Combined Bicameral System derived from the current South Korean system and German mixed member electoral system . This new electoral system will represent 100 seats of Upper House proportional representation, and 350 seats of Lower House local electorates. Secondly, the study suggests the establishment of ‘Unified Electoral Readiness Corps’ and ‘North Korea Regional Electoral Support Group’ within the National Election Commission. Finally, the Standing Electoral Units shifted from the current North Korea Ad Hoc Electoral Committees of each government level will be installed for the successful implementation of new administrative election installations to secure election process transparency in the unified Korea peninsula.

In this study, a survey was conducted targeting central civil service employees who work in the Seoul Government Complex and the Sejong Government Complex of South Korea, and we analyzed empirically and statistically the factors influencing their job commitment and job involvement. Unlike previous studies, which have focused mainly on influences on organizational effectiveness, this study creatively gives priority to job of cental civil service employees. Analysis results show that situational job stress, public service motivation and social support have significant effects on job commitment and job involvement in common, but job environment related to the pay or promotion doesn’t. Public service motivation has especially the biggest impact on job commitmentⅠ(to work devotedly) and job involvement, but job commitmentⅡ(to work with belief) is most affected by social support. These study results of significant factors on central civil service employees’ job commitment and job involvement shed light on future academic research and practical application. Furthermore, additional studies are required to consider limitations of the subjects of study, the theoretical basis of adopted independent variables and time of settlement of the Sejong Government Complex.

In this study the influences of the organizational structures, recognized by members of public social workers, on the organizational cultures and organizational commitments are analyzed, while regarding public social workers as analysis criteria. The summary of analysis results include the following: first, there is a relationship between organizational structures and organizational commitment, while organizational structures have meaningful, positive influences on organizational commitment. Second, there is a relationship between organizational cultures and organizational commitment, while organizational cultures can have meaningful, negative influences on organizational commitments. Third, there is no relationship between organizational structures and organizational cultures, while organizational structures have no meaningful influences on organizational cultures. This study holds significance in analyzing a relationship between organizational structures, organizational cultures and organizational commitments of public social workers. This study also holds significance, because no study has ever been conducted on structures recognized by members of public social workers in accordance with occupational characteristics of public social workers.

As a part of its policy to entice international automotive investments, in 2006 the State of Georgia won the Kia Motors bid to bring about an automobile assembly plant in West Point Town, Troup County, Georgia at the cost of about $258 million worth of incentive package. Since publicizing a proposal in 2006 to build the Kia Motors Manufacturing Georgia (KMMG) plant on 2,200 acres in West Point and Troup County in Georgia, the research analyzed the economic impact of the Kia Motors investment on the Troup County region . The findings revealed that the international automotive investment would create substantial direct and indirect employment and income for the regional economic growth. The research shows that KMMG had a noteworthy influence on the Troup County and the adjacent regions; therefore, the effect would be increased by the regional economic development. The Troup County region maintains active economy due to KMMG and its supplies’ employment creations. Accordingly, the study shows that there are vital and positive relationships between the investment of external firm and the regional economic growth.

This study focused on cultivating active self-survival and targeted Korea’s business startup & venture-related policies for small & medium sized businesses with futuristic values unlike other policies for small & medium sized businesses run to solve impending issues related to them. Considering the fact that recent policy-related environment gets diversified and social demand about polices of all sorts expands, it found out mutually connected entities, structures in which they are connected to one another, exercise of effect within the structure pursuant to mutual dependance to verify the phases of the networks, using SNS analysis method from the perspective of governance. Results of analyzing President Park Geunhye’s 2-year regime confirmed the national assembly, Small & Medium Business Association, Korea Institute of Startup·Entrepreneurship Development, Woori Bank, Daum Soft, Association of Venture Companies, universities, other educational institutes and etc. as behavioral entities and regarding the structure of political·administrative·marketing connectivity where they belong, the administrative sector with 27.7% of density index was found as superior. Also, each behavioral entity’s mutual reaction were being done, in almost all the cases, based upon its goal system directly related to small/medium business startup and the administrative·market section were all cooperatively reacting to one another in mutual way yet with the administrative section being more active than the market section. To summarize analysis results, this study verified that Korea startup small & medium policy networks have patterns of policy communities and pointed out and presented alternative policies to solve·improve problems on the current startup & venture-related small & medium business policy networks due to limitations inevitably caused by policy-wise communities.

Regarding recent movement of local sustainability, smart growth and new urbanism, public health concerns are not merely related to public health sector but intertwined with various local policy sectors. Along with the feature of public health, this research reviews an academic endeavor denoting public health improvement in terms of the fields of environmental regulation, urban planning practice and local politics. And then, constructs the comprehensive set of health urban governance which underlies the theoretical and analytical framework for investigating influential factors on public health improvement.

Due to the fact that the full capacity of the temporary spent fuel storage facilities in nuclear power plants will be reached in the near future, the disposal of spent nuclear waste has become a matter of great concern in Korea. This article discusses the current status and limits of the Korean nuclear waste storage policy and governance. Considering the ecological and social impact of radioactivity, there is a compelling need for a nuclear waste governance system based on a social consensus on nuclear waste disposal. However, the participation of citizens and stakeholders in the decision-making process and their access to nuclear related information are still restricted. Consequently, although the government introduced legal and institutional instruments to conduct public discussion on spent fuel storage after a series of failed attempts to select a nuclear wastes repository site, environmental NGOs are refusing to participate in the public discussion held by the government criticizing it for being a mere formality to go through with the construction of spent fuel repository by any means. Thus, a wide-ranging and open discussion of nuclear waste disposal and national nuclear policy in Korea is highly desirable and could pave the way towards an energy transition and the sustainable development of the nation.

In this empirical study we delineate ‘local employment policy functional areas’ and examine its characteristics. Relying on both ‘2008 Local Area Labour Force Survey’ and ‘2005 Population and Housing Census’, we delineate local employment policy functional areas based on criteria which are travel-to-work rate, number of productive population, adjacent areas and administrative districts. We find that there are 10 local lemployment policy functional areas in the Seoul metropolitan area of Korea and 7 local employment policy functional areasin Gyeonggi administrative districts. Due to the great difference in the number of ``productive population`` among employment policy functional areas, we argue that these 7 employment policy functional areas cannot be considered local policy areas. Therefore, we decompose 7 local labor market areas into 12 local employment policy functional areas. Based on these results, we recommend four policy tools to reform local employment market policy as follows. First, the territories of Regional Labor Administrative Agencies and branch offices should be rearranged in line with employment policy functional areas. Second, the programmes of the Ministry of Employment and Labour need to reflect different, regional, characteristics in employment policy functional areas. Third, employment policy-makers should consider the characteristics of the functional areas and then may consider the coordination or unification of local employment centers operated by local governments in order to improve employment service quality. Finally, our approach used in this study, is also applied in the work of administrative districts rearrangement.

The methods of budget decision are considered by two approaches such as the economic approach and political approach. Whereas the former is not scholarly arguable in explaining the influential aspects at budget decision, there are still a lot of disagreement about the latter. However, it has already proved that there is a politics of the budget in previous studies. Therefore, this study is intended to investigate the political nature of budget, using the case of Seoul city. The result of this study shows that it is difficult to analyze the budget decision in reflecting political values of local head. For example, Among the budgets for urban planning, social welfare, culture and education, the budget related to social welfare is only related to political value of local head. On the other hand, under the micro level, this study provides clear relationship between political nature of local head and budget decision. That is, conservative local head is more likely to raise the proportion of budget relating to city competition and designs in particular, but liberal local head is more likely to raise the low-income people and food service, etc in the manner of social welfare. Although this study contributes to finding the influential factor as political nature of local head to budget decision, the analytical result has a limitation since this study only considers the political nature of local head rather than various stake-holders behind budget decision.

This study categorizes senior citizen community services into professional and general services through the employment of professionalism in senior citizen community services activities and analyzes discrepancy in the empowerment of senior citizens between the two groups. In addition to the results of preceding empirical analyses, which merely remark that senior citizens performing community services enhance their efficacy and self-satisfaction, this study starts off on a premise of individual empowerment theory that self-satisfaction and efficacy may vary depending on the given activities and their types. To achieve this, the study examined 340 active community service members over 60 years of age at the Jecheon Senior Citizens Welfare Center. Frequency and variance analyses were performed on the answers of 310 surveys. The result revealed that the community service group that exploited on the professions of senior citizens displayed much higher empowerment of senior citizens compared to the other group. This fact implies that, as senior population becomes more educated, it is more effective in terms of empowerment if we were to exploit professionals and experts to educate and train other members for practicality.

The purpose of this study is to analyze factors influencing relations between digital divide and inter-based participation activities. In order to analyze, I reviewed rationale of digital divide and conceptualized digital divide as usage abilities divide. As a result, I found that utilization ability, content making ability, information production and sharing ability, networking ability influence participation in type. Policy implications are suggested as follows. Above all things, government must play an leading role in facilitating participation. first, upgrading IT usage ability is needed to according with user`` character and second, enhancing networking ability is important in quality and sustainability.

This paper aims to explore and check the cooperation factors between residents’ association and local community. We analysed literature review about residents’ association and resource dependence theory, drew the variables, and composed the questionnaires. And we surveyed the recognitions of the members of residents’ association. The main findings are ‘internal factor’, ‘system factor’, and ‘interaction factor’ have positive impact on the cooperation between residents’ association and local community. These findings propose that the positive perception of the actions of the residents’ association, the system about the residents’ association, and the interaction between residents’ association and local community have major impacts on the cooperation between residents’ association and local community.

This study analyzed how to trust and benefit/risk perceptions influence environmental risk perceptions, due to the science and technology, by countries(S.Korea, Taiwan and Japan) as well as issues on science and technology. Results are as following; first, three countries showed different patterns on level of government trust, level of benefit/risk perception on science, environmental risk perception by issues on science and technology. Second, we analyzed interaction effects of government trust and benefit/risk perceptions on environmental risk perceptions. Result showed that all countries have similar patterns. That is, low level group of government trust has larger gap toward environmental risk perceptions between benefit perception and risk perception group than high level group of government. Finally, regression analysis showed that S. Korea and Taiwan have stronger effect of government trust on environmental risk perceptions than Japan . These results mean that level of government trust have different effects by issues and countries. Especially, in S. Korea, government trust is a critical effects on environmental risk perceptions.

The purpose of this paper is to analyze the attitude on foreign immigrants and the desirable directions of the multicultural policy and to suggest theoretical and policy implications by surveying targeting experts of multicultural policy (public officials, professors, researchers, and journalists). The summaries of this study are as follows: First, there is a little bit discrimination on immigrants. Particularly, the discrimination against foreign workers and north Korean defectors is very serious. Second, immigrants in Korea contribute to resolving job mismatch and promoting social diversity, while the increase of social burdens due to immigrants’ impoverishment, and the increase of public expenditure for them are threat factors in Korean society. Third, the most effective program of the multicultural policy is the operation of the center for multicultural families (25.3%), the following are the after-school activities for multicultural families (12.1%), the calling center of emergency aid (11.1%) and etc. Fourth, the improvement areas for implementing the policy effectively are the establishment of new government agency for immigrants (41.3%), the adjustment of overlapping programs among government agencies (39.2%) in the order. Finally, the top priorities areas of the multicultural policy are primarily the elimination of discrimination and violation of human rights (44.0%), in sequence, restructuring of foreign workers having simple skills (18.0%), and relaxation of the stay and residence requirement (17.0%).

This study aims to provide meaningful implications for ongoing conflicts caused from military facilities. For this, this article examines resolved conflicts among a wide range of conflict cases occurred from military facilities and analyses solution factors. The cases treated here include Air Force Airfield in Daegu, Mubong-ri Ammunition Dump in Pocheon, 59th Ammunition Battalion in Yangpyeong, Hyunga-ri Gunnery Range in Yeoncheon and Jik-do Shooting Range in Gunsan. To identify solution factors from those conflict cases over military facilities, each case was analysed focusing conflict players. According to case analysis, this article reaches five solution factors for conflicts occurred from military facility. First, the role of local political elites is crucial in mediating conflicts between civilian and military which have divergent interests; second, institutional organization in which stakeholders participate needs to be formed; third, attitude of military should be willing to sincerely communicate with local community; fourth, the role of local residents’ voluntary organization that is the main body of conflicts is important; and Finally, local government should secure the disclosure of administrative information and procedural legitimacy. From above, this study proposes the following policy implications. First, local political elites should be an active mediator between civilian and military; second, military should break itself out of severe relation with local residents and improve daily intimacy; third, local government should open to the public as possible and share information; fourth, the position of organization or group which is formed voluntarily by local residents needs to be accepted; and Finally, multi-lateral consultative group needs to be formed to provide single conversation channel.

Incheon Free Economic Zone(IFEZ) was designated in August, 2008 by central government to vitalize foreign direct investment(FDI) by providing optimal environments for foreign companies. However, many experts have criticized government FEZ policy for the reason of poor FDI performance and etc. This study focuses on Incheon Free Economic zone(IFEZ) to analyze factors influencing FEZ performance through surveys and in-depth interviews. Analysis was carried out through structural equation model. According to the result of analysis, leadership of Incheon City and IFEZ authory is most important factor influencing IFEZ performance. And location factor also appeared to be important. However the results imply the low level of deregulation and delegation of central government authority. So we suggest that central government``s power should be empowered to the local authority.

The purpose of the study is to examine the possibilities of adoption and development of innovative social enterprises (i.e., social enterprise based on social problem solving). Empirical research was conducted by using survey questionnaires distributed to employees of social enterprises. 203 samples were collected by non-probability sampling method. We used t-test and hierarchical regression analysis including descriptive statistics to summarized data. In terms of empirical analysis, innovative social enterprise matched original purpose of social enterprise. The respondents showed necessity of innovative social enterprise was high. The innovative social enterprise may contribute to resolving the social problems such as school violence, crime prevention, private education, caring for vulnerable groups, and so on. Financial support for social enterprise and social impact bond should also be required for the development and sustainability of innovative social enterprise.

The purpose of this article is to suggest the strategy of the development and promotion of health industry through the analysis method of AHP (Analytic Hierarchy Process) with exploring the circumstance related to health industry and the demands of health policy. The effective developmental strategies of health industry will be analyzed through the evaluation of the priority of relative importance based on the analysis of AHP. Five measuring indictors including a practical policy development of health economy, the reinforcement of the R&D plan of health policy, the support of the growth of health industry focusing on the field training, the reinforcement of global health care, and the sophistication of the management system of practical core value are comparatively analyzed in terms of the order of priority and the relative importance. In the analysis, a practical policy development of health economy and the reinforcement of the R&D plan of health policy are relatively significant. The effective function and role of government should be emphasized because of consumer ignorance, the uncertainty of the demand of health care, the constitutional monopoly of supply, merit goods, and externality as the characteristics of the goods of health and medical treatment.

The present study is to approach environmental problems in trans-boundary environmental governance dimension. In particular, which operates for environmental issues in Northeast Asia it has focused on the Tripartite Environment Ministers Meeting(TEMM). This study is diagnosed, whether TEMM is committed to this role as the global environmental governance, and from the past to the present was identifying activities and attributes. In Analysis, Tripartite Environment Ministers Meeting(TEMM) held steadily each year. In particular, in recent years there has been joint project of the Korea-China-Japan trilateral action. But it was mainly focused on the evaluation activity. Evaluation focused on output or outcome of the physical activity was not carried out properly. Future, on Tripartite Environment Ministers Meeting(TEMM), participants of various activities for the ongoing maintenance and development of the meetings should be guaranteed, and this was found necessary to establish an evaluation system of performance-oriented.
